How do I use a data control that I have created on a page in WebCenter Portal

I created a simple web service using JDeveloper. I than pasted the WSDL into the "Create datacontrol wizard" on WebCenter Portal and it appears and displays the method I created.

I actually created two data controls for the same service, one with portal scope and one shared scope. However when I go to a page I created in my Portal, the data control does NOT appear on the "Resource Catalog" on the right hand side. I've included a word doc with some screen shots to make my question clearer.
