How can I make a constant value in a report set?

I am creating a report request set for a custom and a seeded PTO carryover process.  I was able to set the accrual plan name up as a constant but when I got to the accrual term I saw a hard error message.  FRM-41051: You cannot create records here.  That makes no sense since I was able to enter the plan name as a constant.  It appears this error message is generic.  If anyone has seen this before and resolved it, I'd appreciate any guidance you can give.
