EBS 12.2 pre-upgrade question

For EBS 12.2 upgrade there is a pre-req to apply patch 13420532 for Subledger Accounting for advance queue cleanups. My question is whether it s expected to install this patch in a pre-install mode in the 12.2 Run file system, or is it expecting us to install it in the current 12.1.3 version? Also this patch provides the sql file for the cleanup, is the upgrade process going to invoke the sql for the cleanups or do we need to run it manually prior to the the upgrade?
