How to bypass partial flag during P4205 confirmshipment

Hi.

I am using JDE 9.1, I have customer billing instruction set for Partial do not allowed which I don't what to change at customer master level.

We confirm with customer if he is ok, we release hold for partial delivery.

During Confirm shipment if customer mention he can accept partial delivery for line - line 10 required and I edit to 8 for shipping, System do not allow me to do so. Is there any way of doing this without changing customer master setup.
