Essbase Staging tool and Essbase Upgrade

I am doing upgrade of Essbase 11.1.1.4 to 11.1.2.3. I installed hyperion 11.2.3 on new servers. Based on documentation I need to run Essbase Staging before configuration and then configure Essbase. But I do not understand how to specify ARBORPATH if configuration was not run yet. I do not want to keep applications outside of Essbase installation directory
