qp_price_list_pub in R12 fails with QP_MAX_REQUESTS_EXCEEDED and does not process

We are upgrading from 11.5.10 to R12.2.3, We are using qp_price_list_pub  to upload Price List Lines. In 11.5.10 the program used to complete upload,but in R12 the program is not uploading any  data. Here is the log with the messages

The effective dates for a price list line overlap with another line having effective start date = 04-JAN-15 and end date = 02-FEB-15. Within a price list, two price list lines with matching product, UOM, and pricing attributes cannot have overlapping effective dates.
