UCM workflow approver list

We are having a requirement to create a workflow it has 3 approval stages in ucm before publish (RELEASED).

Each level approver name should be supplied by the contributor at the time of uploading the document. When uploaded it should go 1st approver, if he approve go to 2nd approver, if reject send back to previous stage (contributor step) ... a typical flow..

In ucm we have out of the box option available to set predefined workflow approvers (group/alias) but it is controlled at design time/System Admins.

How do a contributor can set/control the approver for a document for its 3 stages? Is there any out of the box methods or customization required. Or Any solutions?
