Siebel 8.1.1.14 HI opens with blank web page

We just upgraded from  Siebel 8.1.1.10  HI  to  Siebel 8.1.1.14 with the intention to utilise Open UI  features of IP2014.  Upgrade completed successfully but on logging into Siebel 8.1.1.14 HI we received a blank web page. The blank web page showed up  on both thin client and dedicated client.

The log files shows the following message ..
