In version 14, how can we map a particular Receiving ID (SIM) to a PO created in RMS using the RMS f

This was possible in version 13.2 as SIM used to create a temporary PO against which RMS would create another PO. Since in version 14, the concept of receiving without PO has been introduced, the SIM does not create a temporary PO.
