oracle.apps.xdo.template.FOProcessor & xdo.cfg

I am using the FOProcessor api in a custom jsp page. This jsp is called from a form in EBS. In earlier releases the jsp is using the xdo.cfg. But in the current 12.2.3 implementation, the FOProcessor is not picking up the xdo.cfg. The bursting process is using the same xdo.cfg. For Bursting, the xdo.cfg works correctly (because the Verdana font is displaying correctly).

Can you help me to get the xdo.cfg working with oracle.apps.xdo.template.FOProcessor?
