Relink of module "AFPASSWD" failed while applying patch 14629821. we are uploading the admin log for your reference.

My intention in asking the impact is not the impact of this patch on the environment the impact of the executable AFPASSWD on the EBS environment like what will be effect of this executable on an EBS environment and does this executable 'AFPASSWD' impact any functionality?

This issue is in the production environment and we cannot take this directly to it, we need to give some clarifications to the customer for getting this patch applied in the environments and we have not seen this issue in the lower environments. Can you please let us know what is the impact of the executable AFPASSWD on the environment.
