Unexpected error occurred during tax calculation

Hi Gurus

User is getting the following error when clicking on button calculate tax:

"Unexpected error occurred during tax calculation. Exception: The system could not determine the applicable Tax Rate for Tax SEY_ZERO_IMPORTS and tax status SEY_ZERO_RATE_IMP_STATUS. Please contact your tax administrator to ensure that either a default Tax Rate Code that is effective on 22-Dec-2013 is specified for this tax status or appropriate Rate Determination Rules are define. Please correct the problem...."

I have verified the Tax Rate and it is valid for the date 22-DEC-2013. Yet we are getting this error.

Can someone help me out with this please.
