Configuring RPAS solution without configuration tool

Hi,

I need to understand if technically this is possible or not.? - Configuring RPAS solution without Configuration tool.

I heard, one of our client is having RPAS solution without having configuration tool, and if they are looking for any Big change in configuration then how it would be advisable to initiate this.

Here are some more questions:

1. Can we register a new hierarchy or new Workbook template by using any batch utility? If yes, what are those utility?

2. Rules and Measures can be discovered and added by mace and regmeasure, but what about hierarchy, workbook and data-interface section.?

I am hoping this solution would be very old (v9/10/11) and if this has been build initially by some script/batch then definitely there would be some way to solve this by exploring the stuff.
