JDEW - Open/Permission password not working on PDF created

I used the advisor webcast "JD Edwards World: Go Green with BI Publisher for W-2s -> Deliver your W-2 forms efficiently, quickly and electronically!" to create W-2's in a PDF file format. Unfortunately the open password and permission password (PDF Profile Properties) specified in Julie's presentation were not applied to the pdf file that was created. I can open the file without having to specify a password. I did specify on the Transformation Template Maintenance program the correct PDF Profile and PDF file to be created.
