Time Switches to Military Time in Preview Mode - BI Publisher PeopleSoft

We have created a BI Publisher template (rtf) and inserted Date/Time in Header, when opeing the file the time appears correct, but when you preview it  and print it appears as military time - why? Any suggestions on how to fix this.  This is happening in PeopleSoft 9.2/PT8.53.12.
