How to Create Concurrent Program - using the "Copy To"

I followed the Oracle instructions on copying a concurrent program from an existing program.  Prior to changing the parameters I ran the new report but keep getting an Error.  It starts the FND_File but produces no information.

Finished executing request completion options.

The copied program is the exact same as the orginal minus the name.  I don't understand why I'm getting an error.

Please HELP.
