How do I fix the problem where INVENTORY_LOCATION is ignored in OEM silent Install?

I am running the silent install. I do not have write access to the /app directory I specified a INVENTORY_LOCATION="/app/oracle/oraInventory" value in the new_install.rsp file, but it still errors out trying to create files in /app/oraInventory instead. Do I need to create the oraInventory directory first? Why is it ignoring my value?

java.io.FileNotFoundException: /app/oraInventory/logs/installActions2015-02-25_01-17-57PM.log (No such file or directory)
