Behaviour of system id generation in IB System records

It seems that system and corresponding system_id in base table doesn't match.

e.g. I created system record from front end as 22000 but I am not able to search with the same number. System ID generated for this record is 22001, is it standard functionality or any issue?

If it is a standard functionality, how I have to derive my records as per system(system name)
