patches&updates not accurate?

the refresh from metalink job runs on daily basis, the latest database patch sets are not being flagged for patching on the windows platform,

release 11.2.0.4, the java component bundle is listed (patch 20225982) but not the database CPU patch (20127071) is this  a bug?
