R12.1.3 - Cost Distribution rule gives message The project does not have an eligible event or expend

I have been able to generate work based revenue however I am unable to generate cost based revenue. I keep getting the error

The project does not have an eligible event or expenditure item.

I have removed the end-date on the billing extensions and also the budget type values in the extensions are correct as per doc id 1578552.1. The revenue distribution flag is Yes, however there is not revenue amount. CAn you pls let us know the reason for error?
