Unable to execute ADADMIN / ADPATCH utility

Hi all experts,

My customer ebs version is 11.5.9 and he can't run ADADMIN / ADPATCH utility.
Customer run trace and found bellow information.
Customer don't have /apps/applerpd1/appl/admin/ERPD1/out/appldep.txt file.
I also searched this file in ISP, but can't know it exactly.

Customer had permission at out and restart directory.
Do you know how to generate it? Or how to get this file?
Do they need to apply patch?
