Is this Possible using an HMR or do I need SPL ?.

I wonder if you folks out there can help in anyway. My scenario is as below.

Original Invite First 7 digits likely to change but will always remain 7-digts. The remainder will also be changing but are fixed length. Can the last 16 digits be stripped from original URI & then added to SIP parameter User-to-User before a re-invite is sent to the next hop on the Core Interface.
