Unable to Derive Tax for Inventory category managed at Org level

Hi We have a problem

The  product linked inventory category is defined and assigned to items.. the Tax rules are applied to one org, and the other orgs are defaulted to default rule..

So when we use  inventory linked  category, what should we do to get the system apply rules as per Country of Shp to Organization?
