How to define 2 budgets - 1 for overall cost budget & another for expense commitment transactions?

Hello Experts,

While reading doc 817974.1 in section Budget Definition Strategies , found that 2 budgets can be defined for the same project.One for overall cost budget and another for expense commitment transactions. Can anyone please elaborate on this point ?
