Database appliance memory consumption

where did the memory go on my ODA?

ODA  12.1.2.1.0  on X 4-2 hardware

has 16 banks of 16G for a total of 256G per compute node.

in a virtualized deployment 8G goes to DOM0

with zero databases running Top shows

Mem:  252008316k total, 212840132k used, 39168184k free,  1522568k buffers

so of my 248G in the ODA_BASE, already 202G is consumed leaving me only 40G for databases: SGA, PGA, etc

what is consuming all the memory?

Can I reduce that so I can have more databases?

Not running any vms on this ODA,  it is just for databases.
