Is there an ESU for Enterprise One 9.0 addressing bug 19605136

I am trying to find an ESU for Enterprise One 9.0 related to bug 19605136. Originally, there was a paper fix that was provided to us to resolve the issue. We are getting ready to install Vertex 4 - JL23029 and I need to know if the bug issue has been addressed.
