Installing remote proxy fails with "boot environment failed to be updated"

Fresh S11.2 install, the EC is 12.2.2.0.0

The remote proxy is failing to deploy from the EC and from the CLI.

The /var/tmp/opscenter install log has:

Executing job: proxy-jobs/25installPkgs.pl --install  -p

System has the same version of SUNWucep as the distribution does.

Package SUNWucep is already installed. Skipping.

Copy oc-archive.p5p to /var/opt/sun/xvm/images/IPS

/usr/bin/pkgrecv -s /var/opt/sun/xvm/images/IPS/oc-archive.p5p -d /var/opt/sun/xvm/images/IPS/oc-ips-repo '*'
