Transaction Level Promotion - Extract

Does anyone have any insight into the way a store-wide transaction level promotion extracts in the flat file?  I see in the TOI that the XML generates one record and storewide is indicated by * .  However, I can't find anything on the flat file.  I am assuming that it is at item/loc location level. 

Also, if it is at item/location level what are the performance concerns?  Transaction level promotions do not go through conflict check so that is not a concern.  But are there any insights into impacts to the promotion price change publish batch and other relevant batch processes?
