OA Framework Personalization of Payment Instruction page

Hello!  I'm trying to disable the ability to Transmit a payment instruction by responsibility via the Transmit Payment Instruction button.  By personalizing the page, and the Page Button Bar items, the most I can achieve is a blank button. The button still appears and it still takes the user to another page.  Help please? 

Module: Payments / IBY

Navigation:  Payments Manager > Payment Process Request tab  *OR* Payment Instruction. Find a payment instruction that is ready to transmit.
