How to fix agent12c deploy. SuccessfulPing : false

Doing a 2-system upgrade of EM11g to EM 12c. The "Deploy and Configure Agents" was successful with no errors. Next I go to "Generate Health Report of deployed agent". The Ping Test has failed. The 12c agent has not started. Shoud it be? Where do I looks for any errors or miss configuration?
