1099 P04515 XJDE0002 version not available

I have recently realized that the BI publisher report is available for use with the P04515 so we can print the 1099's with the BI Publisher version and eliminate ordering forms.  However, we applied the year end ESU for 2014, but I still do not see any XJDE versions.  Is it possible the ESU was not applied properly?  We currently use some BI Publisher templates that we created ourselves which is part of free BI Publisher version.  Can we still use the XJDE versions or do we need to have the BI Publisher verison you pay for?

Appreciate any direction.
