While applying patch 17919161 we get error ORA-02303 in PO_ENTITY_LOCK_TYPES.sql

While applying patch 17919161 with this command adop phase=apply apply_mode=downtime patches=17919161 follow section 6.1 from note Oracle E-Business Suite Release 12.2.4 Readme (<a class="jive-link-external-small" href="https://support.oracle.com/rs?type=doc&id=1617458.1" rel="nofollow" target="_blank">Doc ID 1617458.1</a>) we get the following error:
