Siebel Tools and Client 8.1.1.14

I have installed Siebel Tools and Client 8.1.1.14 as a new installation in my project (No patchset has been applied) but facing issue while using them. Siebel Patchset 3 has been applied on the server, so wanted to check, if I need to apply which Patchset  ons Siebel Client and Tools for fixing the issue.

On Oracle Support I can see 4 Siebel Patchsets, so am having confusion as regards to its application.
