Error in sourcing RFQ?

Hello Everyone,

Getting error while creating RFQ for a service type requisition:

ERROR: This line does not have a purchase basis of Services, Temp Labor, or Goods, and the value basis is not Fixed Price or Quantity. It cannot be added to a document with a Style or Outcome that allows progress payments.

I have created a requisitions in iproc and core purchasing both with line types  Goods or services billed by amount in IPROC and IGC CONTRACT COMMITMENT in Core purchasing respectively but both requisitions show above mentioned error.

I have checked line type in core purchasing "IGC CONTRACT COMMITMENT", it has purchase basis of services and value basis Amount. I need output of rfq as attached in the attachments, (red marked rectangles). Kindly help me to solve this error and create a rfq for services requisition.
