How to Enable Payment Method Clearing

Hello,

We want to use Payment Method Clearing for making payments in oracle payable s R12 but i cannot find anywhere "Clearing" payment method i checked in lookup codes there the lookup is there but i cannot edit anything there it is restricted..Can someone please suggest me how we can start using this method "Clearing"

it was available in R11...
