Default Project Number on Subinventory Transfer Based on "FROM LOCATOR"

In a Project Manufacturing organization, we have completed product into a subinventory and locator.  The locator SEGMENT19/SEGMENT20 contains the Project and Task.  Users want to execute a subinventory transfer to move to a new locator (Row/Rack/Bin).  We notice that the Project/Task is not defaulted on the "To Locator".  If the user supplied the "From Locator" including the project number, then is there a way to get the To Locator to retain this same project?
