why we can only view project cost in another OUs if the owning OUs allow that?

We are opening this question because in previous versions we were able to view project costs in other OUs, but we dont understand why this isnt allowed any more.

Now, we can only view our project cost in another OUs if the owning OU is allowing this by enabling the allow-charges-flag.

We need to be able to see OUR expenses regadless of the allow charges flag status.

We are seeking a solution to this unexpected functionality and/or a workaround.
