JDE service startup issue on AS400

Hi All,

Due to poor electrical condition two hard disk is lost from a AS400 hard disk pool and one raid controller card is lost.

Once the machine is up with new HDD's restoration has been done for OS and JDE.

OS- AS400 (V7R10

DB - DB2

JDE - 9.1

Tools - 9.1 base tools release

Now the issue is JDE services are not coming up (kernels are not coming up). If the security server is removed from INI and keeping services down I can PORTTEST for all the environments.

But with JDE services ON and security server on the PORTTEST fails and I see not kernels coming up.(referred the  doc
