CRM Desktop - Package changes and first time synch

The below is mentioned in the bookshelf.

 

If the package is compatible, then CRM Desktop determines if the object structure in the

downloaded package changed.

If the object structure did not change, then it applies the new package and proceeds to Step 11

.

What does it mean, for the object structure to change.

We are trying to figure out when teh end users would have larger synch times, other than during FRA , during which entire data set would get re-synched again to the local ost file.
