11gR2 : Privileges for performances analysis without DBA role

Hi ,
I have to create an oracle user called "user_perf_diag" to analyze performance issues.
Which are at least the privileges that I must grant to this user so that it can:
- Analyze performance database issues ?
- Analyze SQL queries and execution plans.
- Monitor and diagnose sessions , queries ...

This user should not have the DBA role.
