Media Object - Cannot attach jpg Image

I have been unsuccessful uploading a 9kb .jpg image as an attachment in Media Objects. I'm working with P90CB020. I have stored the image on my desktop. When attempting to 'Add' the image, I receive the following error. I was advised this was a JDE issue and not a local server issue by our IT dept. I'm working with JDE E1 9.1.

Please see attached error.
