Payables Tax - How can you prevent users from over riding the tax amount?

Hi,

We're on R12.1.3.    Does anyone know please how to prevent users from over riding the tax amount on the Detail Tax Lines Form (I've attached a screen shot)?

I have managed to restrict the users from overriding the "Rate" (the percentage) but not the "Tax Amount".  I did this by unchecking the "Allow Ad Hoc Rate" for the tax rate.
