Receive error upon application server startup, PSRENSRV process Unable to register TclNotifier windo

This only happened one time (however, it was during prime time and in production) but in trying to understand and avoid this next time, does anyone have an idea what might have happened?

I found a doc E-REN: REN Server - Unable to register TclNotifier window class (Doc ID 663344.1), but I've already implemented the fix recommended in it to address another issue.

I had to shutdown environment and reboot the windows server to get the app server to come up successfully.  Prior to this error we've not seen this specific problem prior.  Prior to the reboot, I tried shutting down the app server domain, clearing IPC resources, restarting, ... pretty much any combination of things other than restarting the server.  As mentioned prior, rebooting the vm allowed the app server domaini to come up afterward.
