Internal Requisition without using Inventory licenced

Dear Experts,

Our client is not using Inventory and using iProcurement Punchout to procure the items directly from the suppliers. Now, they wanted to transfer the available items from one operating unit to other operating unit for which we proposed Internal requisition between operating units.

Can anyone suggest the feasible solution to handle this as a priority?
