Not able to connect as sysdba to db (NOMOUNT) using static listener, from a non-local machine (local

Hello -

I am NOT able to connect as sysdba to db (NOMOUNT) using static listener, from a non-local machine.

I get error:

ORA-12528: TNS:listener: all appropriate instances are blocking new connections

sqlplus sys/pw@sssgpb as sysdba

I CAN connect to the db as sysdba using the static listener, when connecting from the SAME host the db is running on.

sqlplus sys/pw@sssgpb as sysdba

The listener status shows the SSSGPB service as UNKNOWN - from what I see it means it IS a static connection - not dynamic, so this UNKNOWN state is correct
