NO_RECVR_PA_DATE in Usage and Miscellaneous Cost Exception Report

Hi,

I am getting NO_RECVR_PA DATE as rejection reason in Cost Exception Report. Mar-15 is open currently. I pasted the report below. Could you please tell me what can be the error
