This thread should address your following questions =

Missing pre-requisite patch that was needed for 18911810.

That pre-requisite was not reported in the README. Pre-requistie patch is patch 18342905.

Patch 18911810 hung, worker 3 could not complete this: “/opt/app/applmgr/apps/FINBTA/apps_st/appl/fnd/12.0.0/bin/WFLOAD &ui_apps 0 Y UPGRADE @ICX:patch/115/import/US/icxblknt.wft”.  Patch 18342905 provides a new version of icxblknt.wft.

While processes on node for adpatch for patch 18911810 actively waiting for DBA's action

Just before Oracle Support person replied  my corporation's automated software update rebooted laptop running the adpatch session for patch 18911810.  The adpatch and worker processes launched from the laptop were terminated on the application node.
