Visual Assist is not Working - UDC ATTACHED to DATA ITEM

I created a new UDC table, a new data item.  I attached the data item to a processing option template.  I want the visual assist to help select values.

Well it works fine when testing on fat client. But the local web does not present the visual assist and the web server also does not present the visual assist.

So, What is missing here!??

Any suggestions would be helpful.
