Server busy error while installing 8.1.1.14

Hi,

  We have installed 8.1.1.14 in windows 2008 R2 server and DB 11G.  When we try to access server  we are getting server busy error. Pls. refer IIS,  GW server and Obj. manager logs.

IIS log:

ProcessPluginRequestProcessPluginRequestError10000000254f81160:02015-03-05 13:25:09  3296: [SWSE] Failed to obtain a session ID. The user-context could not be established.  Something is wrong with the assigned primary position or login related repository objects.  See additional error messages for more information.
