Unexpected Error when trying to assign unassigned credit cards

EBusiness Suite 12.1.3

After loading VISA credit card transactions and clicking on the New Credit Card accounts to assign new cards to employees, I get the 'unexpected error' message.  Clicking on error details reveals the following error:

<!--StartFragment-->ORA-20001: APP-FND-02938: Multi-organization routine failed to initialize a session for the product

Any help with how to solve this issue would be greatly appreciated.  Thanks in advance.
